I want to develop an app in Windows 7 operating system using Visual Studio 2013 I know that this work is possible if I am using the Windows 8.1 operating system. But someone can tell that it is possible with Windows 7 OS.

On Windows 7, you can install VS for Windows 7. 2010 (full or express edition) must be used.
